mh... reading again your requirements I admit my answer was not so good :) (sorry, I have few seconds to spend reading and answering mails at the moment).
Well, assign your fixed heght to the <tbody> tag...
but :( unfortunately it doesn't seem to work in ie (should work well in netscape/opera )... it's a know ie bug

One thing we have also done is to put the header and footer of the table
in completely separate tables, and wrap the body table in a div with a
specific size, to let this body have a page independent scrollbar.
