Is it possible to separate the table header (column labels) from the table data so that if I don't want to use the paging functionality and just allow users to scroll all the way down the data set, they don't have to scroll back up to see / sort the columns?
Ouch, this could be nasty to implement.
I suggest using a floating HTML layer instead. This way everything is still in one HTML document.
The CSS compliant code should allow this quite easily.
