However, this patch also breaks distcc's behavior for those who
actually have a legitimate reason to set TMPDIR. IMHO it would be
fine to use the equivalent of ${DISTCC_TMPDIR-${TMPDIR-/tmp}} in
distcc, but disregarding TMPDIR unless DISTCC_TMPDIR is set is wrong.
