Unfortunately, I don't remember how I corrected this problem...
But I'm shure it wasn't because privilege problems... The error message was
not correspond to the real problem... that I forgot...

Maybe just a reboot corrected the problem...
I don't remember...

I don't know.  Maybe there is some kind of group policy that disallows
creating outgoing sockets?  Did you work out what was wrong?
