[Distutils] [easy_install] won't upgrade egg from 1.0.9 -> 1.0.10

I uploaded z3c.sqlalchemy 1.0.10 to Cheeseshop.
easy_install -U z3c.sqlalchemy won't upgrade an installed 1.0.9 egg
to the new version unless I pass the current version as "z3c.sqlalchemy==1.0.10". 

Bug or feature?
