No.  It's an either-or thing.  However, easy_install *can* resolve 
dependencies using bdist_wininst downloads.

It would be if something else depended on it.

No.  Setuptools should always mark its windows installers as Python 
version-specific, as they are not portable, even if the package 
doesn't contain extensions.
