On the "http://wiki.python.org/moin/Distutils/Friends", I've done something it might be interesting on the Distutils side already.
It is my little pet project called pyvm (http://pyvm.sourcefoorge.net): it builds python (the trunk version) plus the related modules (in particular the distutils Tarek package). In theory there's no need to have a single stack (I do for my personal "pleasure") and modules can be build against any interpreters provided separately.
