I disagree. We are talking about the fields that describes...

(see PEP 241 + PEP 314)

So I don't find the word "metadata" meaningless. Whereas "setup"
is meaningless to me in this context, especially iff we are already located in
a file called setup.cfg: it doesn't add any useful information, just redundancy.
