Hello!

I've just deployed a change to PyPI that restricts all *new* packages names to 
the follow:

* Must start with an ASCII alphanumeric (``[a-zA-Z0-9]``)
* Must contain only:
  - ASCII letters (``[a-zA-Z]``)
  - ASCII digits (``[0-9]``)
  - underscores (``_``)
  - hyphens (``-``)
  - periods (``.``)
* Must end with an ASCII alphanumeric  (``[a-zA-Z0-9]``)

Projects that have already registered with a name that doesn't follow these 
restrictions will still be able to upload.
