Does any of this history really matter? I think the question is: Going forward, is PyPI both a repository and an index, or is a repository only? I think it show be both. There are valid reasons for wanting to use it as an index but not a repository for your code. Once that decision is made, we can worry about design choices that flow from that requirement.
