Hey, I'm not aware of any MIA procedures or teams like Debian has them. They try to track down inactive maintainers and can eventually orphan a package, essentially releasing it and allowing someone else to take over.
However, https://wiki.python.org/moin/CheeseShopDev mentions in the ToDO: * documented procedures for "taking over" entries should the original owner of the entry go away (and any required system support) Seems to suggest there is some kind of way/procedure but I can't find any other reference to it.
