Can we then make it easy to upload to testpypi via the cli? Maybe it already
is or I'm using the wrong tools. (I'm just a dumb `setup.py upload` monkey.)

I think you can do it with setup.py upload -r https://testpypi.python.org/, you
might have to add it to your ~/.pypirc first though like:
https://bpaste.net/show/d3a0edff41b4 and then do setup.py upload -r testpypi.
Though you should go change your password and never type setup.py upload again.
It is unsafe, use twine instead (twine upload -r testpypi).
