Wichert provided a much more in-depth summary, but I’d just say that the 
primary differences from an end user POV is that the defaults aren’t baked into 
the tool itself, but rather laid down in a config file by the system installer, 
and that they have more features for controlling how multiple repositories are 
combined into a list of packages that the installer can come from (e.g. only 
get package X from Y repository or such) but that their default behavior is 
roughly equivalent to what pip and setuptools does.
