https://bitbucket.org/pypa/setuptools/issues/427/the-1831-release-misses-the-zip-version-so
(and issue 428, 249 and 430 and
https://github.com/buildout/buildout/issues/262).
The 18.3.1 release only has a .tar.gz file on pypi and not the .zip
version (.zip is hardcoded in ez_setup.py).
=> can someone upload the .zip version **quickly**?
