I think it's an improvement.



However the problem with this sort of a definition is that I have no idea how to apply it to any standards effort that is useful.

In other words, a definition like this cannot be made in isolation. It needs to be made in a context of other definitions and requirements, with enough of a proposal to convince folks that it can be practical to implement and use.
