I generally agree with Phillip and Dave. It seems to me that the use case discussion could provide a productive way forward. I'd propose that someone aggregate those into an internet draft and explain which technologies can solve which problems. In other words, as someone said in the BoF, a matrix would be a nice output. This will help articulate what work the IETF can do (if any), and what work needs to be done elsewhere (if any).
