I think that as far as the infrastructure is concerned anyone should be able to assert any claim they choose at any time.
Whether that claim is or should be accepted by the relying party is an entirely different matter. Statements like '[EMAIL PROTECTED] is a notorious spammer' or '[EMAIL PROTECTED] is a highly reputable poster' are going to be essential in any scheme to moderate blog spam and vandalism.
