What exactly are you basing that claim "an efficient tool..." on? There are a multitude of tools available that are incredibly efficient, but require a large learning curve (think high end video/audio editing applications, scientific computing apps, etc.). I think when you focus *too* much on being productive immediately, you often lose out in the long term. I'm not saying that Django shouldn't have some effort on that, after all, it's the web framework for "perfectionists with deadlines", but you have to beware of blanket statements like you made.
