The question you need to answer is: "Does the Django project gain anything by including this in core?". I can give several reasons why the answer is no. 1) Rosetta may be a fantastic tool - but it's a fantastic tool already without needing to be in the core. 2) By including it in core, we stifle the development of alternative approaches to the problem. 3) By including it in the core, we add complexity to the core. This is one more thing that needs to be maintained by the core before we can do a release. In short, I'm not inclined to agree that we should include Django-Rosetta in core.
