I'm not convinced the change would be more disruptive (for example, to third-party admin customizations) than it's worth. The original designer(s) probably had a reason for the way it's laid out. You can write to the DevelopersMailingList <https://code.djangoproject.com/wiki/DevelopersMailingList> if you want to try to get a consensus otherwise.
