Hi. The procedure should be to create a new ticket, set Component to Translations and finally attach .po file to that ticket. Then your translation will be commited. AFAIK there are not other rules in order to start a translation, just keep a .po file editor and go. Instead if you desire to translate Django official documentation use http://code.djangoproject.com/wiki/TranslateDocumentation. There you'll find some info.
