Hi Hiroki,

Currently, I've chosen to only concentrate on the stable version (1.6),
so Transifex always contains the "stable" files.
If at some point a language achieves to translate the full
documentation, then we can talk about adding other versions too!

That would be an option, but for the time being, only translation
through Transifex is "supported".

I think that it's better to require a minimal level of translated
content before publishing a new version on djangoproject.com. For
example, if only the index page is translated, it does not bring much
value to put it online, and might deceive users hoping to read some
documentation in their own language.
That's why I set the bar to have at least the intro resource fully
translated before pushing any new language on docs.djangoproject.com
