Thinking of making the upload monitor as a hook in
streaming_upload_middleware.
Then make a upload monitor middleware that hooks onto
streaming_upload_middleware by loading before streaming_upload_middleware.
Upload monitor will act exacly like mod_uploadprogress so wsgi users just
load streaming_upload_middleware.
