Hi,
The DJANGO_SETTINGS_MODULE env variable in relation to startproject is
mentioned in https://docs.djangoproject.com/en/1.3/ref/django-admin
/#django-admin-startproject (for 1.3, 1.2, 1.1 and also 1.0).
This issue has also been discussed and fixed to the satisfaction of the
core team before -
