#24022: Deprecate {% ssi %} template tag

 `{% include %}` is often what's desired and the ssi tag is of limited use
 in most deployment situations given its requirement of an absolute path.
 This has been discussed in IRC and possibly some mailing lists and I think
 there is general consensus on the issue.

 Please don't work on this ticket until Aymeric's template refactor branch
 has merged (ETA: January 2015).
