#26483: Change docs.python.org links to point to Python 3

 Django's documentation takes a "Python 3 first" approach but some links to
 docs.python.org don't specify a version and therefore get redirected to
 Python 2. We should update the links to use intersphinx where possible.
 I'm attaching a patch to get started.
