Fixed #26940 -- Removed makemessages from no_settings_commands whitelist
As makemessages uses several settings for proper run (FILE_CHARSET,
LOCALE_PATHS, MEDIA_ROOT, and STATIC_ROOT), we should require settings
configuration for this command.
