 I propose to use [http://cx-

 cx_Oracle.Cursor.outputtypehandler] instead of the internal

 _rowfactory()] method. It should also simplify
 
[https://github.com/django/django/blob/master/django/db/backends/oracle/base.py#L381
 FormatStylePlaceholderCursor].
