Comment (by Keryn Knight): Having experienced this exact issue in Production a couple of years ago (Django 1.9ish), also using mod_wsgi, after similar deep-diving to those threads (wish I'd found them, but I think the problem pre-dated the mod_wsgi issue, at least) I think the answer for us was to use `WSGIApplicationGroup %{GLOBAL}` and it resolved the issue.
