As a preparation to https://code.djangoproject.com/ticket/30864 we should
move `classproperty` to `django.utils.functional` as suggested in:
https://code.djangoproject.com/ticket/30864#comment:5
as well as deprecating using it from
`django.utils.decorators.classproperty`.
