 I think that JSONField should return the dict either way and it was
 working fine in 3.1.

 Previously fixed ordering bug was related to "with a custom decoder", but
 in code example I'm not specifying different decoder.

 I think that this will be "blocker" for users to be able to upgrade to
 next versions if they depend on JSONField being converted to dict
 automatically.
