`Surrogate-Control` is not mentioned in
[https://tools.ietf.org/html/rfc7232#section-4.1 Section 4.1 of RFC 7232]
(see #19705). Can you provide more details, any spec etc.? I'm not an
expert, but I've never heard about this HTTP header, it seems that is not
really common.
