Refs #36435 -- Tidied tests for CaptureQueriesContext and
assertNumQueries.
Avoided repeatedly templating the URL and hoisted Person creation to
setUpTestData in AssertNumQueriesContextManagerTests to repeat the same
pattern as in CaptureQueriesContextManagerTests.
