We could add a check without reverting #36580, since anyone who might be
using this sugar already in 5.2 might be getting by just fine, for
instance if they don't use `ModelForm` or `full_clean`. They could just
silence the system check and carry on, and we can leave work in place we
think we're likely to want later anyway.
