We added the `POSTGIS_TEMPLATE` ([http://geodjango.org/docs/testing.html
#postgis-template docs]) setting for this exact reason -- set it with the
name of your [http://geodjango.org/docs/install.html#creating-a-spatial-
database-template spatial database template] that already has the
procedural language created along with the PostGIS extension.
