Nobody's suggested changing the constraints; I suspect you misunderstand what SET CONSTRAINTS ALL IMMEDIATE does. See http://www.postgresql.org/docs/current/static/sql-set-constraints.html. Execute this at the end of a test case, just before it rolls back, so it executes the constraint checks as if the transaction was committed.
