 Just to collect some related things which we might need to think about at
 the same time:

 opposite behaviourto what #14296 reports with regards to `managed`)

 (BTW, With webfaction are you sure you can't create a DB using the
 [http://docs.webfaction.com/xmlrpc-api/apiref.html#databases XML-RPC api]?
