Excellent question. The Application Stack Builder (ASB) that comes with
the Windows distribution of PostgreSQL allowed users to install PostGIS,
and is the source of `libgeos_c-1.dll`. I assume it was named that way
to prevent conflicting with other libraries, like !FWTools.
