Comment:

 This strikes me as very weird error -- nothing should be trying to import
 locale, because it *isn't* a Python module. That's why it doesn't have a
 __init__.py.

 Can someone confirm if this is a quirk of Windows? Because I can't
 reproduce it under OSX or Linux (and I don't have access to a Windows
 box).
