#16181: Template debugger highlights the row with error incorrectly

Imagine you have a template like
{{{
{% for item in loop %}
{% broken_tag %}
{% endfor %}
}}}
where loop is any not empty iterable, and "broken_tag" tag raises an
exception (whatever the exception is). Then template debugger will
highlight the first string with the for statement instead of the
"broken_tag" string as a place where the error occured.
