 I used a private API in the bug report, however, the same problem happens
 in the public APIs:

 }}}

 Notice that a unicode value is returned here, where the docs
 [https://docs.djangoproject.com/en/dev/topics/signing/#using-the-low-
 level-api show a bytestring].
