This is because /media/css/base.css is part of <Location "/"> and Apache
feeds this url to Django instead of getting it from the filesystem.
To exclude /media from mod_python controlled area use another <Location>:
Alias /media "/physical/path/to/admin/media/"
<Location "/media/">
SetHandler None
</Location>
