I can't answer your question, though, I think you're looking at the wrong end. Assuming that you use shared hosting services: shared servers are cheap but simply not predictable. Browse through the mailing list archive and you'll see other reports about Dreamhosts that sound similar to yours. But I don't think this is particular to Dreamhost - all shared or virtual servers suffer from this. If you have high load and can't live with service interruptions, get a dedicated server.
