How's this for a rule-of-thumb(?):

1. Use a property (class/instance attribute) when an argument(s) is not needed.

2. If an argument(s) is needed (for runtime(?) calculations and/or
class/instance attributes need to be sanitized/checked/other), then
use a method (or getter/setter/descriptor).
