How did you set the password? There is a password field in the "change user" form in the admin, but it does not contain the user's password in clear text: it is the result of some cryptography on the password. It might be a good idea to go to the change user form and check if the password field contains something in the lines of "sha1$xxxxx$xxxxxxxxxxx..."
