I've found that using XMLObject
(http://www.freenet.org.nz/python/xmlobject/) is a simple way to get
the feed information from an OPML feed, then you can read the feed
however you like (e.g. with Feedparser (www.feedparser.org)).
Something like this should get you started:

from xmlobject import XMLFile

opml = XMLFile(path="/path/to/file.opml")

for person in x.root.body.outline:
        print "Name: " + str(person.text)
        print "Feed: " + str(person.xmlUrl)
