Another way  is writing middleware class such as:

 class MyFlatMiddleware(FlatpageFallbackMiddleware):
   def process_response(self, request, response):
        response =super(sMyFlatMiddleware, self).process_response(request,
response)
       response['HEADER_NAME'] = "HEADER_VALUE"
       return response
