Hi! If you don't have internet you will have to download the package from another computer where you have internet from the original repository ( https://pypi.org/project/mysqlclient/#files) and move them with a USB or whatever you want to the offline computer.
And manually install the package. Some sources have a README file or any kind of instructions and others have a regular installation process.
