Reviewing patches isn't a task limited to members of the Django team. Anyone from the community is welcome to review patches and mark the ticket as "patch needs improvement" or "ready for checkin" as appropriate.
The Django fellows are prioritizing Django 3.1 blockers. Your patch is a new feature that would be part of Django 3.2.
