I was unable to install django 3 0 9, with pip install -r Django-3.0.9-py3-none-any.whl ... shows me 11 tracebacks, of which the last is in lib / encodings / cp1252.py, line 15, in decode return codecs.charmap_decode (input, errors, decoding_table) I don't have internet on the pc, and it must download the files to the smart. How can I do?
